Go south on DE route 9 through Leipsic to the town of Little Creek.  
Take the only road east.  Where you see the petroleum tanks there is an 
impoundment on your right, which can be viewed from either the west or 
the east end.  You can drive along the Bay for a brief distance (the 
fishing pier provides a good vantage point) and then along the Leipsic 
River to a dead end at a parking lot and boat ramp.  The marshes have 
been ditched by the state and are much less productive than they used to 
be, but still have Short-eared Owls at dawn and dusk.  Shorebirding 
should be good once migration starts in earnest.  Try the impoundment at 
high tide if the water levels decrease a bit and the Bay edge at lower 
tides.
