Hello All,
     For the record, the were "No Stopping, Standing or Parking" Signs along Rt 9 at Dover AFB long before 9/11.  Everyone that stoppped there to look for Uppies, including myself, was violating those signs.  I also recall hearing the occasional story about base security approaching birders even then.  Since 9/11, a perimeter fence has gone up around the field which hampers viewing.  I had felt that the security response was a knee jerk post 9/11 reaction to an activity that had gone on for years with no harm done.  Some of the previous comments here did express some concerns that I had not considered and could lend some validity to the response.  
    All that being said, here is my main point - that is not the only place in DE to find Upland Sandpiper.  In the summer, fields with truck crops (i.e. peas, string beans, cucumbers, potatoes, etc.) are becoming more widespread.  These fields are often harvested at various times in July and August making bare open fields ready to host an Uppie or Buff-breasted Sand.  Traditional crops (corn and soybeans) are still growing at this time and afford about 0% chance of anything interesting.  This is a new habitat opportunity.  Get out there and search and find your own birds!   And to make this pertinent to MD, the same types of fields can be found in Caroline and Dorchester Co., esp around Hurlock.

P.S.  My personal high count for Uppies in DE has nothing to do with the AFB.  It is 8 birds in a mowed alfalfa field on Hunting Quarter Rd (Kent Co. near the Dickcissel site).
