Shearwaters?

Late in the day Sunday, I ended up my birding at Slaughter Beach, Delaware.  The sun was going down below the horizon and viewing was tough.  I saw a raft of similar birds (about 100) strung out over a hundred yards or so about 200 yards from shore.  They appeared somewhat gull like, but several things didn't add up.  They were black on the back, the wings, the tail and on top and back of the head, white in the neck and flanks.  When they flew, the wings seemed long and the wings, back and tail all appeared dark.

Is it possible that Hurricane Ophelia blew some Cory's or Greater Shearwaters in this close to shore?  Did anyone else see them or anything like it?  Looking for help.  Thanks.
