mystery birds

While observing at Turkey Point today, I saw two birds fly overhead
that I could not begin to ID. At a distance they looked pure white,
but as they got closer I could see what looked like a black ring
around their necks, or at least where the neck and breast meet.
I would describe their overall shape as rather compact--no long
wings, no long necks. Their wings looked white on both sides,
though there may have been a little black on the upper wings.
They were moving a too fast for me to get a good look at them,
and with no other birds nearby I couldn't guess if they were sparrow-sized
and low or duck-sized and high. Does anyone have an idea what they might
possibly be? The single neck ring suggests a plover, but over Elk Neck???
