Help (EYES) with ROCKVILLE BIRD ID

Update:

Yesterday I observed a single raptor from the location described in my previous posting.  This time the bird was observed flying to the tower containing 5 satellite dishes adjacent to the taller building mentioned previously (the one with a big red 51 on its side facing MD-355).  It settled onto a "bar" under the topmost dish and may have carried a meal there as it lingered and did appear to be engaged in feeding.  The best site for viewing would be from the Rockville MARC train station platform, which is easily accessed by parking in the Rockville Metro station parking lot (at no cost on weekends).  A scope would be required to ID this bird.  I live too far away to make the trip back on a weekend and don't have a scope for viewing on the weekdays when I am in the area.  My feeling/hope is that Rockville may have been "adopted" by a Peregrine.  The second bird observed on Wednesday may make a pair, or it may have been a transient...
