Welcome to MDOsprey. You have solved a riddle for me too. 4/5 times
this winter, I have had a RS Hawk perched on a fence post in my backyard
that overlooks a couple of small garden ponds. Only once did I see it
try and pounce on something near the edge (talons went in the water) of
pond. It came up with nothing, I assumed there must of been small
rodent near the pond edge. It was to cold that day for a frog to be
out. Both ponds have goldfish so maybe that was what the hawk was
trying for. Thanks for sharing your observation.
