Since 1997, I have been representing the MOS on the Hart-Miller Island South
Cell Environmental Restoration Team. That project has pretty much neared
completion.

The North Cell, that is still in operation, is scheduled to cease operation
in 2009. The North Cell Closure Team Working Group has proposed five
closure options, each featuring a variation of wildlife habitat (different
acreages of upland, wetland, and impoundment). I have just received the
proposal for review and comment. My comments are due on Tuesday, March 20,
2006 at the Hart-Miller Island Citizen's Oversight Committee meeting. If
anyone would like to review the proposal and provide me with comments,
please send me an e-mail and I will e-mail you a copy of the PowerPoint
proposal.

The current schedule is as follows:
2005 - Closure Options Study
2006 - Feasibility Study
2007 - Engineering Design
2009 - Complete Filling of North Cell
2010 - Begin Closure

This is your opportunity to comment on how the North Cell closure will
proceed. Thank you.
