DC Audubon Looking for a Web Programmer

DC Audubon, a chapter of the National Audubon Society, is looking for a 
web programmer who would be able to put together a customization of a 
database-backed online community management system, preferably based on 
php/MySQL. We expect that this would be built upon an existing 
framework, such as Drupal, and not a from-scratch development. The site 
would be a multi-contributor site with event calendar and blog-like 
features and which would involve some custom programming to to manage 
events (birding field trips) that have some unique requirements. Once 
developed, DC Audubon would need to be free to do with the code what it 
chooses (e.g. share it with similar organizations). (The programmer, of 
course, would also be free to do with the code whatever s/he pleases.)
