At lunchtime I went out and got an even closer look at the swan, and got 
the information off its bird band (around the leg).  Just by way of 
clarification, there are bright yellow tags (not bands) on the wings that 
read 962.

I tried to read the numbers on the leg band, and what I got was:

20962

Avise Bird Band  
White, Wash DC   

Keep in mind, the letter on this last part was quite small, and this is 
the best I could make out.  I have some question if the Avise and the 
White portion of what I wrote is completely accurate.

The Swan is still out at Schoolhouse Pond near the road.
