Violettes Lock BLACK TERNS and pigeons...

My wife & I went in search of BLACK TERNS yesterday at 
Violettes Lock on the Potomac in Montgomery County and were 
eventually rewarded just before noon with a trio in basic 
plumage foraging up and down the river (skimming the water 
like swallows).  Very nice!

However, we also encountered a pair of unusual (for us) 
pigeons/doves.  Virtually all white, one with feathered feet 
and holding its tail feathers up (male?).  A few pics here:

Are these likely recent escapees, or an uncommon "natural" 
variant of feral pigeon?  Or something else?  Thoughts 
appreciated!
