I copied the following posting from the birding blog by Laura Erickson 
(www.birderblog.co).  Laura is the author of several books on birding.  I 
recommend her latest book "101 Ways to Help Birds."  I believe her blog is also 
top-notch.

I seem to place the birders and ornithologists that I know in a hierarchy, with 
the top level including a handful of people that I hold in awe for work I 
particularly admire. And in that small group of people is Bill Evans, who created 
the Towerkill.com website. Bill has worked tirelessly to protect birds from mass 
murder by communications towers. He sent me an email yesterday: 
  “We need a massive response from birders across the nation. We now know 
that flashing lights do not induce bird aggregation at towers but many towers 
are still being built with permanent lighting. It has taken 8 years to get the 
FCC to consider changing their rules that still foster an antiquated, bird-killing, 
aviation obstruction lighting scheme. From now until January 22nd the FCC has 
invited public comment on whether they should take measures to address bird 
kill at towers. We need to swamp the FCC comment system with replies from 
people who care about birds in order to assure action.
The Federal Register from November 22 lists the proposed rules. Millions of 
birds are killed at communications towers every year. We have until January 
22. PLEASE don't let this get lost in the holiday hubbub! What should you do?
