It's pretty easy to do this on-line: Go to http://www.regulations.gov, 
choose Fed. Communications Commission in pull-down menu, enter "tower" 
as a keyword, then click "Submit".  This brings up a single listing that 
allows one to view the relevant text, etc.  At the right end of the 
line, click the little yellow balloon to make comments.
