 From a handout I received when I was given a tour last summer
(for an article I was about the Middle River area for a regional magazine):

"At completion of the dredged material placement operation [2009], the
facility will be turned over to the Maryland Department of Natural Resources
for development as a passive recreational/wildlife habitat area."

 From another handout: "The project is consistent with long-term 
recreational goals,
such as bird watching and other passive recreational uses."

Although my tour guides were not specific about what activities 
besides birding are considered
"passive recreation," I got the impression that some trails and 
boardwalks would be made
available. I did not hear anything about how people would get to the island
except by their own boat.

I am a boater so I don't want to sound snobby, but if there's access from the
state park side, I worry about finding trash, beer cans, used condoms, and
other debris, and I worry about people going off the trails. 
(Although if the fly and midge
populations remain healthy, then that may not be much of a problem!) I hope
they can strike a balance between making the island less difficult 
for birders--
observation platforms, a few toilets, some shaded benches--but if they make
it too inviting and accessible the wildlife may suffer.

FYI, the South Cell consists of 180 acres of wetlands, 110 acres of 
upland grasses,
1 acre of tidal wetlands, 2 ponds, and a 1-acre Least Tern nesting island.
