Control is soliciting bids to a establish a short-term contract for osprey
breeding surveys in Delaware. The term of the project will extend from
late March through August 2007. The scope of work is provided

SCOPE OF WORK:
Work will consist of conducting surveys for nesting osprey throughout the
state of Delaware (approximately 300 nests). Contractor must be able to
work independently and have experience conducting avian surveys, entering
and evaluating data and will need to provide own transportation and
schedule with pilots and others as necessary. All nests will be surveyed in
late April for number of adults present, number of eggs, nest type, nest
material, and location (latitude and longitude). A second survey will be
conducted in late June to determine nest success (number of adults, eggs,
and chicks as well as developmental stage of chicks). A third survey may be
done in early July to determine fate of late season nests or re-nesting
attempts. Most survey work will be conducted by fixed-winged aircraft but
helicopter surveys or airboat surveys will probably be necessary to survey
nests in the lower inland bays. Fixed wing aircraft time is estimated at 60
hours. The cost of the boats and aircraft need not be included in the bid
but the contractor's time should be. If the inland bays are surveyed via
airboat, the time necessary to complete each set of set of surveys has
generally been approximately 30 hours in past years. Please also include 5
days for water quality sampling in your bid; boat and other equipment for
this task will be provided but contractor will be responsible for
coordination with boat captain. All times listed are to aide in assembling
bid; actual surveys times may vary.
The contractor will also be responsible for establishing and coordinating a
volunteer osprey monitoring project that will provide detailed data on a
subset of the osprey nests in Delaware. This will entail volunteer
recruitment, training, data management and responding to questions from the
volunteers. Since the volunteer time will be used as match for the project,
all volunteer time must be carefully documented. Some platform repair work
may be required as well but will not exceed 4 days. Contractor will be
expected to produce the following deliverables at the end of the contract
period: Detailed database of results, GIS file of nest locations, osprey
activity and productivity at each nest structure, maps of nests and final
report that details methods and results for all aspects of the project.
Supplies such as mirror poles (if needed), GPS unit and access to GIS
layers will be provided. Field work and all deliverables must be completed
by August 30, 2007.
