A bit out of the area, but perhaps has relevance to the current question over disturbing the long-eared owls.  When I read the remarks about disturbing the owls, I immediately thought of the spotted owls in Scheelite Canyon in Arizona.  These famous owls have likely been observed by thousands of people over the past 14 years (or more) without any relative decrease in nesting success.  I’ve seen these birds twice over 3 years, and both times they were directly above the trail and didn’t seem to pay any mind to us.  No tapes or voice playbacks are allowed in the canyon, and prolonged viewing and loud voices are strongly discouraged.  
 
I don’t have any experience with LEOW, nor have I been to Morgan Run, but perhaps food for thought.
