Tree tube ?

Tonight I went to listen to Dr. Bruce Beehler talk about his
discoveries and rediscoveries from deep within New Guinea.  The AA
County MOS packed the room at Quiet Waters Park and Dr. Beehler's talk
was excellent.  I had to run out before the Q&A began, but I did have
one question I wanted to ask someone who works for the AACMOS.

I noticed while driving in the park a lot of new saplings with the
protective plastic tubing on their trunks.  It was dark and raining,
but I did NOT notice any protective netting.

This week there has been some posts regarding the threat this practice
poses to bluebirds.  I wondered if anyone at the park has addressed
the issues surrounding (no pun intended) these tubes when they don't
also have the protective netting?  The new trees appear to be in
rather decent bluebird habitat as well.
