Black bellied plover at Waverly Woods (Woodstock PO)

Was surprised to see a full breeding plumage black-bellied plover (with 3  
kildeer) at the pool by Rt 99 below Woodstock Post Office.  (10.00 today)  Is 
this unusual for Howard County?
 
3 cerulean warblers singing Marriottsville (Balto Co side, downstream)  could 
not even glimpse one, but great to hear them.
