Severn River Bridge: Peregrine Lunch Special

Today the "Father's Day Special," was fresh Mourning Dove.  The female
PEREGRINE caught and then feasted on one this afternoon.  The pair
were under the bridge again today enjoying the Father's Day boat
traffic below.

A few obsevations:
The male doesn't seem to ever perch on his right talon and stretches
it alot.  When he does, he certainly doesn't appear to put the same
amount of weight on it as his other talon.  Is that just the way these
falcons perch, or perhaps a little injury?  It is noticeably different
from the females perching stance.

The other question I had was about construction and it's impact on
their possible nest.  You see, the state is currenlty priming /
painting the underside of the bridge.  The falcons don't seem to mind,
but the workers haven't yet reached the highest part of the bridge
where the falcons spend most of their time.  I'm sure the state
workers are aware of the bird's presence and are taking steps to let
them successfully do their nesting thing... right?  Or is this
something that should be mentioned to SHA (State Highway Admin)?
