Unfortunately, when a Cowbird chick is seen being fed by foster
parents, the damage is already done (loss of the host bird
reproductivity for the current year).  Removal of the offending chick
mererly removes a single individual from the following years breeding
population.  To be effective, Cowbirds must be removed in large numbers
before breeding.  This generally means trapping of flocks in limited
geographical areas for the management of at risk species.  I recently
saw a presentation on the study for the most effective locations for
cage trap locations in central Texas (Golden-cheeked Warbler). 
Unsurprisingly, this was in cattle feed lots.
