You should be able to launch from the pier practically underneath (but really 
just upstream from) Hill's Bridge (Rte. 4); it's on the east side of the river.  I 
think you can only get to it from westbound Rte. 4; when you see the bridge 
coming up exit to the right and look for all the fishermen's cars.  I've launched 
from there to kayak to Jug Bay.
