I ducked out of work at lunch time and headed down to Blackwater.  I 
made it there around 3:10 and met up with a couple from Martinsburg, WV 
who had the Red Phalarope.  It was in the same spot as reported earlier 
- occassionally rather close to the road, and occasionally in an area 
near a culvert where it can't be seen.  It flew occassionally, but not 
far.  It was still present when I left at 4:30pm.
