I wrote offline to a couple of people in response to this question, but since more seem to be interested, I'll follow that up here. There are several options to trying to view the airport and none of them provide real good opportunities. Even the control tower allows limitied scanning since much of the field is distant from this point. You can drive around the field via 170/162 (Aviation Blvd) & Dorsey Road. There are places in which you can pull over for a quick look if you see something. You might get chased off, but I would think no more than that. There is a park at the south side of the field in which you can view the planes landing (not what you had in mind) and see a very small portion of the south airport grounds. The last option would be to pull into the garage and drive to the roof, then scan out over the airport with limited/obstructed views from there. The garage is free for the first 30 minutes, so you can leave before the clock runs out and come back around and in as 
much as you want. That's about it for options. I have not seen the bird this morning, but I didn't see it yesterday until I was on the way out at 3:00pm. There is also a hiker/biker path that circles the entire airport and allows plenty of opportunites to see much of the field from outside of the fence. It's about a 7 mile circuit I think.
