Hi,

There are 3 hunters in a duck boat just off our property. They have been 
cruising around shooting from the moving boat. As I see no ducks flying I have to 
assume they are either shooting at nothing or at sitting ducks. It is my 
understanding that boats must be anchored or tied to something & they can only 
shoot flying waterfowl. Am I wrong? If I am right, who do I call to report them. 
There are no numbers or any other identifying papers that I can see on the 
boat.
