Yes, I think woodcock is it.  I had not even considered that  
possibility; woodcocks are birds that I have to go somewhere else to  
see.  The power line right-of-way is the right habitat, though.  That  
would also explain why I was never able to see it; I was looking too  
high.  Now that I know what I'm looking for, hopefully it will stick  
around long enough for me to find it.
