I presume you are referring to the North American dewfall-hawk:) There is a population of whips at Putuxent Wildlife Refuge, although I don't know if access is possible after dark. There is a smaller population at Soldiers Delight in Baltimore County. Baltimore Bird Club does a trip there each year to try and count the number of calling males. This year's trip is Friday 23 May.
