Yesterday was miserable.....rain,rain, rain except for a short break while  
at Conowingo Dam
 
I started along Chelsea Road and scoped a large barren area where there is  
grading in preparatrion for building some warehouses:

between 9:30 and 10:30 there was a break in the rain at Conowingo Dam where  
I found a small mixed feeding flock:

Today I took a chance and spent 6 hours at Dam #3 in Washing County. The  
spot I use is accessed from West Virginia. Take Rt.340 from Frederick, cross the  
Potomac and then cross the Shenandoah. Go past the traffic light for 
Washington  Street [the main road into Harper's Ferry] about 1 mile and turn west onto 
 Bakerton Road.  After going through the 1-car-at-a-time under the RR, turn  
right then go about .5 miles downriver to the former electric generating 
station  where you can walk out onto part of the old dam [a nice concrete platform 
with  safety rails].  I took a chair. Although there were more passerines 
close  to where I was sitting, they were in WV and not included in this tally
