I was also out at Bay Ridge today around 3:30 doing a 
spur-of-the-moment loop.  Many canvasbacks and mallards punctuated by 
Tundras poking around in the slushy ice near the Bay Ridge Community 
bldg (more species I'm sure but I didn't have my binocs so my ID 
ability was somewhat limited) but the treat was when I came off the 
bluff to drive along the Severn River side - an adult bald eagle 
fishing.  I was able to pull over with my blinkers on keeping an eye 
to my rear window for oncoming traffic.  Pretty soon another car with 
a family and children pulled in behind me and we were able to to 
watch some good hunting behaviors (circling, hovering, slow dives and 
pull-backs) but no serious attempt was ever made in spite of seeing 
quite a number of fish jumping. That one gave up and glided into a 
tree to momentarily join a SECOND adult.  The second adult then took 
a crack at it but again nothing was caught and again there were no 
serious attempts made in spite of a number of jumping fish.
