The Tidal Basin is still frozen over, except for some open water near
the bridges to the Potomac and to the Washington Channel.  The gull
complement was the same as last week, several dozen, mostly Ring-billed
and a few Greater Black-backed and Herring.
   Since nothing much was happening there, I wandered over to
Constitution Gardens, where a Red-tailed Hawk (immature) was being
harassed by a bunch of crows, and where the male Wood Duck and male
Redhead could be found among the many Mallards.  The other bird of note
was a Ruby-crowned Kinglet, so you can see that bird action is meager on
the Mall.
