Mallard Question

One of the schools that I work with has a mother mallard with several
chicks meandering about their courtyard.  The reason for their concern
is that this courtyard is completely surrounded by building.  There is
no water, and the only way out for these ducks would be 'on the wing'.

They asked if they should be concerned, if the chicks be moved down to
the Severn River (near the school) or if anyone had any advice.  Not
being a Mallard expert, I thought I'd throw these questions out to the
Osprey.

Thoughts?
