   That's Fort Carroll which has nesting cormorants, herons, and gulls.

Subject: [MDOSPREY] Cormorant island near the Key Bridge 

I just got back from a cruise to the Eastern Caribbean from Baltimore. I noticed on the way out of Baltimore and coming back a small island just past the Key Bridge. I am sure the island or is it part of the fort has a name but I am not sure. 
Anyway it was filled with Cormorants on the day we departed Baltimore and on the day we arrived back in Baltimore.
