Lots of good advice so far. I'll just add this: NRP does great work when they are notified of a problem.  At the facility where I work, they have been extremely helpful.  

Also, when dealing with someone operating a firearm there are other laws that can come into effect.  As well as, or even in lieu of notifying NRP, try your local police.  Chances are they can respond faster to your complaint and if its something that NRP is needed for, they can contact them for you. 

Rifle rounds can fly a long way and go places that they aren't expected to, so please be careful if you even suspect someone is shooting near you (some .30 caliber hunting rounds can travel up to 2 miles). Many counties in Maryland do not even allow centerfire rifles to be used in deer hunting, allowing only shotgun, muzzleloader, bow, etc. instead.
