No, there are no North American records of Ringed Teal.

However, I always support documenting putative "exotic" species. As a 
hypothetical example, suppose we pieced together a puzzle many months 
from now and found that a number of these birds were observed at 
various locations in the southeast US and mid-Atlantic area at the 
same time ... now, that would an interesting story, but some of the 
documentation might have been lost due to assumptions.

They are always worth a picture and a few notes, IMHO.
