I, too, can attest as a regular wanderer of the C&O towpath how it is the
norm to see dogs off-leash, not the other way around.

We have three dogs; we love them dearly.  They also have 4.5 acres of our
property to cavort on.  We do not have the need to take them, leashed or
otherwise, anywhere but home.  I would be appalled if one of my dogs was
looked down upon or, worse, injured because of my stupid and reckless
disregard for the public good.

I think this relates to a broader problem with the "I can do what I want on
public property" attitude and of personal responsibility in general.
Birders also have committed egregious acts of disturbance on lands both
public and private in the name of birding or "listing".
