"Western" Red-tailed Hawks

The MD/DC Records Committee is accumulating reports of "western" 
Red-tailed Hawk subspecies that are rare or unusual to our region. At 
some point in the future, we plan to review these reports. Krider's 
fits this category, so reports/photos are most welcome.
