Joanne,
The two locations that I am aware of to view the lake are from the ones
that you describe. A scope is necessary equipment to view the birds
here, unless someone else knows a secret way in. I'm not a local so only
know the primary locations. If you manage to get close enough to view
the birds WELL with binoculars, you are probably too close for their
comfort and most will likely flush. Sorry if this isn't the answer that
you want to here.
