re Cliff Swallows Nesting at Brunswick, MD and mystery nest

The local paper, the Brunswick Citizen, recently had some information about the project that may have included the name and e-mail address of the project supervisor.  I've sent a request to the paper to provide me with this information, if possible, so i can alert them about the nesting birds.

Mystery nest recently constructed:
From below the size appears to be appx 20 inches in diameter.  It consists of small branches broken off from the Yoshino cherry tree where it is located appx 18 feet off the ground. There are a few branches littering the ground under the tree.  These branch ends appear to be cleanly broken off.  I can't see the top of the nest to be able to describe it further, i.e. whether it is bowl shaped or ball shaped.  This is a total surprise to me.  I've never seen a nest this large, constructed in this manner.  It doesn't appear to me to be a birdy nest and i didn't think squirrels nested at this time of year. Does any mammal?  I've seen no sign of activity at the nest either in the daytime or eve or early morning.  Any suggestion would be appreciated.
