You need to pick up a copy of A Birder's Guide to Montgomery County MD, 2nd edition. You can buy a copy directly from the Montgomery Bird Club (web-site) or perhaps from one of the local Wild Bird Centers (one or two in Silver Spring). It is a must have if you're new to the area. Gives great directions and write ups for all the good hot spots in Montgomery County. Next, join the montgomery Bird Club, go to meetings and make friends. They are a great group of friendly helpful folks. Though I now live in Carroll County, I lived and birded in MoCo for over 20 years, and they are a great group of people.
