I agree. But FWIW, I was referring more to the snagged and snapped lines, and other irrecoverable monofilament (in the water, trees, grasses, etc) that occurs when fishing, which sounds like a likely culprit here. I personally would have never left anything on the shore if I could recover it. I remember watching a cormorant dive for a fish and come up with a hooked bill attached to a sinker, most likely from a snapped line. One of the most heartbreaking things I've seen.

This is, unfortunately, a commentary not on fishing but on fishermen, many
of whom feel it is their right to leave the bankside or the waters around
their boat littered with trash and monofilament line.  There is something
about this pastime which brings out the very worst in a certain class of
people.
