Hi all,
I was at the Boonsboro WWTP, Washington Co, MD this morning at about 9:45.  My first scan of the pond revealed Tree and Northern Rough-winged Swallows.  As I was walking back to my car, I decided to look one more time, and the Red-necked Phalarope was there swimming and catching some sort of insects.  Her was still there when another birder named Steve showed up.  He got to see the bird also.
