 Whether or not he's single-handedly responsible for dispersing the large number of eagles, there are eyewitness accounts that he disturbed some number of eagles on Wed 11/24 (as well as a bunch of Great Blue Herons who were simulaneously spooked into flight from the island).

If you read through the comments in that thread you'll see that although the Conowingo Dam security were notified of the situation they didn't care to take any action.

Its on FredMiranda.com.  Its on the wildlife forum, entitled "Conowingo 

Disappointment", and there's a picture of him on the island.  Perhaps he does 

not realize he may be doing harm.  But on the other hand, I counted just 28 or 

so last Saturday...but that was just with the binocs...and a couple of quick 

scans.
