Can someone help me identify this hawk?  It has been on the ground in leaves  or 
grass near some bushes for about 1 hour.

It has brown wings with white spots. The breast is white with brown spots. It 
has yellow eyes. When it turns its head some feathers seem to make a white line 
on the back of its head at about eye level. Its more than 11 inches tall.
