I "twitched" yesterday, and the dove showed up as if it were on Satellite time:  8:15 sharp!  It was on the tray feeder for five minutes, and then went up into the tree next to the driveway for another 7 minutes before disappearing.  Thanks to Esther for her detailed accounts and regular reporting.
I also attempted to contact the two AA County rangers that Winger mentioned, and they are out until Wednesday.  There is a farm near the jct of Rt. 94 and Old Annapolis Rd called Larriland Farms, and I left a message with their business office to see if they know anyone in the area who breeds doves/pigeons.  
The bird certainly does not show any visual signs of domestication: the plumage and overall gizz of the bird appears to be that of a pure, native WW Dove.  The question would seem to be whether someone is holding native doves for captive breeding or rearing purposes, which as Bill Hubick said, without some type of extraordinary permit such as a USFWS Special Purpose Game Bird permit, would be illegal.
I just heard back from Larriland Farms as I'm typing this, and they don't know of anyone breeding or rearing doves or pigeons near their farm, with the caveat that they are pretty busy and don't pay too much attention to what the neighbors are doing.

Not sure what the final status will be for this white-winged dove, but if any are interested this is Day #16 for seeing the dove. It flew in to feed on the tray at 9:20 am and then rested in the tree above the feeder for about 1 hour.
