I was able to get out for a mall walk this morning. Here are the highlights

Constitution Gardens
   Male Redhead
   A pair of American Wigeon
A male, adult Cooper's Hawk, very colorful, but obviously putting an end to seeing any small birds in the area!

FDR Memorial
American Pipits (3 by the fence to the polo field, new for my Mall list!)
Lots of gulls on the iced-over Tidal Basin, but no white-winged anything

Maine Ave docks
More gulls, nothing white-winged, but one first-year Lesser Black-backed Gull.

Everywhere, lots of Canada geese, mallards, starlings, Ring-billed gulls, etc.
Parenthetically, the area of the Lincoln Monument is looking even more grim, in terms of birding. Now the entire reflecting pool is blocked off, as are many of the shrubby areas along the levee between the pool and the Vietnam Memorial. The area of the DC Veteran's Memorial is still blocked off as well, and areas of access to the Tidal Basin are blocked by the MLK Memorial construction. In general, the whole area is noisy and muddy, but I did see a new Mall bird!
