Legislation to establish a 5-cent/bag fee on single-use plastic and  
shopping bags is being introduced in the MD and VA legislatures this  
week.  Please urge your state representatives to support this  
initiative.    A similar law passed in DC in 2009 has significantly  
decreased the amount of plastic bags in waterways.
