It was at Ft Armistead about 0930 Sunday morning to the left of the fishing
pier swimming around it then flew over toward the Key Bridge

Ben,

The Harlequin was seen at Fort Armistead late on Friday, 18 Feb. It had
been viewed from Swan Creek at about 4:00 p.m., and then was seen at Fort
Armistead going behind the rocks in Baltimore (towards the Key Bridge) at
5:10 p.m.
