My husband just informed me that he saw his FOY OSPREY on the communication tower located at the Rolling Mill water plant,  in North East, yesterday, at 6 PM.  He has been checking the spot for several days now, and had not seen them until yesterday.    This is a known nesting spot.  They're baacckk!
