Rock Creek Park, Friday, 8/12

This morning (8/12) at Rock Creek Park…..  I had a brief look at an unusual- looking bird that in shape and size looked like a tanager. It had a jet black wing, light green back and rump, dull green body and bright orange on the side of the neck. Has anyone seen a molting tanager like this?
