Just got my power back here in AA Co ... catching up on a couple 
hundred email messages ...

Royal Terns are reviewable west of the coastal plain (MD/DCRC Review 
Category 4C), so any sighting on the Potomac River upriver of the 
fall line (approximately Georgetown) are reviewable.

Also, Least Terns are in the same category.
