Here's some additional information from Jay Sheppard on the Brock Bridge Rd transfer station:

Marcy Stutzman reported Common Ravens in the area of Annapolis Junction, AA Co., over the weekend.  I investigated a little further this morning to see if I could find them.  In addition to the Annapolis Junction Business Park (Deer Creek Ct), I also visited the Brock Bridge Rd transfer station - a very likely spot for them to be when they are hungry. I did not find them at either place today.

The transfer station operates Mon-Sat.  I do not know the working hours, but it must be from very early in the AM to late afternoon.  Garbage trucks are constantly pulling into facility, being weighed and then moving into the large unloading building where the contents are pushed into uncovered rail cars.
 
One can park in the business lot by turning into the transfer station and keeping to the far right.  Park facing the fence to the east side.  Look through the fence down into the rail cars, the field beyond, as well as all the trees, power poles, cell towers nearby.  If none there, return to Brock Bridge and continue north to the RR tracks crossing.  Turn left onto the gravel road that follows the track.  Filled rail cars are left on this siding for a long period and removed at least by the weekends.  On Monday mornings it will be empty, but later in the week there will be dozens of cars with accompanying gulls, crows, vultures, and starlings.  From the shear abundance of food for these birds, I would urge birding visits in the AM, as many birds will be gone in the afternoons.  
 
In a brief visit this morning, I had over 100 Black Vultures, perhaps a dozen or two Turkey Vultures, and a hundred crows of both species.  A Bald Eagle flew overhead. There is little doubt that this aggregation of crows and vultures would attract the ravens from Rocky Gorge Dam west of Laurel--or perhaps they have established another nest site closer to this area??
 
In the colder months there are hundreds and hundreds of gulls that forage around this place.
