I cannot find anything in the State laws but Natural Resources Police have
a toll-free hotline is available 24 hours per day, 7 days per week at
1-800-628-9944. They might be able to suggest whom to contact.
I have confirmed that Black-headed Gull is protected under the Migratory
Bird Treaty Act, which stipulates
Unless permitted by regulations, the Act provides that it is unlawful to
pursue, hunt, take, capture or kill; attempt to take, capture or kill;
possess, offer to or sell, barter, purchase, deliver or cause to be
shipped, exported, imported, transported, carried or received any
migratory bird, part, nest, egg or product, manufactured or not.
I'll have my camera ready tomorrow for any miscreants
